In an attempt to retake the lead in trying to supply the country, Maduro created a new organism, CENCOEX (Centro Nacional de Comercio Exterior / National Centre of Foreign Trade)
Through this organism, they estimate to concentrate all purchases of powdered milk in the 2015 period, replacing licenses to privates that were granted until December 2014.
